This lipstick filter is a partnership with the brand L'Oreal Paris, which made effects available for users to use within the platform. Google Duo had already made video call filters like this one for Halloween and Christmas 2019.
Confirmation of this partnership with L'Oreal Paris came via Google's own Twitter account, with a short video demonstrating the effect already applied to the lips. In the filter itself, you can insert the lipstick during the video call, applying it in a well-fitted manner. Watch the video below, which shows the precision of the lip contour.

The main objective of implementing this filter on Google Duo is that due to the COVID-19 pandemic, people are not wearing lipstick to go out or make video calls at home. Therefore, to make it easier to get ready before entering a meeting, the user can use the filter without having to put on makeup to stay indoors.
But, for now, it is not known whether the platform will release the filter permanently or if it will only be for a while.
